The smog techs should be testing the engine and management system. The RV
engine that is in my Golf is Digi I, not CIS. Also, by telling them that you
have a 2.0, they should have failed you on that, They are not going to
measure the displacement to see. Ask them to do a test only and see what you
numbers are. If you are within the law, take it from shop to shop, until you
pass. If you take it to the smog ref., it is his job to dig in the books and
make sure the part numbers match.
Also, *any* kind of engine swap must first be cleared by the ref. So don't
tell them that you have an engine swap. If it passes the sniffer, you should
be able to pass no problem. Just make sure you don't have any obvious visual
fails (i.e. adjustable cam sprocket, aftermarket header, ect...).
