Cooling is these cars is fairly simple system. Heres a few notes for you
to stew on.

1)VW temp guages doesnt always read accurately. 
2) Radiators get clogged, especially on 15+ year old cars.


Ok so with those 2 items have you, A) Verified that it is in fact
overheating? Are you sure the radiator is doing its job correctly?

A fairly inexpensive tool like a thermal temp gun can show you where its
hot and where its not. Upper and lower hose temps, heat across the
radiator (cool spots indicate blockages) even show you temps at fan
switces. It eliminates ALL of your guess work.
