Jeremy,

Use and air hammer and bang the head of the bolt at an angle to nudge it in
the counter clockwise direction. After a few hits, it should break loose. If
you don't have compressed air tools, then try a regular chisel and a hammer.

Sorry, but I can't picture what you're describing in your question #2.
