cis fuel enrichment system ?

whsts with this system sold by umm autotech i think? they use
shims on the distributor to increase pressure or something??
looks like a 'supertrapp' system where u just keep adding shims and 
testing each time to get your desired air/fuel mixture.

anyone using this?
