Timing the ignition: TDC's
Just out of curiosity, does your #1 position point toward the motor at approx 11 o'clock when
everything is aligned?

If the mark on the camshaft pulley is aligned with the top of the inner timing belt cover, Figure 4-3, page 3-13 of the 85 and later Bentley, then the rotor should be pointing at #1.

Remember, also, that there are TWO TDC's....one is right, and one is wrong if you are setting the dist up to #1.
