Rear Strut Tower Replacement?

The inner portion of the tower is fairly thick steel, second only to the front strut towers and steering rack/a-arm mount portions
of the unibody, and is seam welded to the frame rails along several portions of it, along with the forward box/cross member.  Much
of it would be extremely hard to properly weld with 'normal' means.

Where exactly is this rust you speak of?
