I concur. I dont think either of my cars have that screw in either of
the front rotors.
Actually now that I think about it the newer one did but it was some
wood screw that completely didn't fit (from the P.O.) so I scrapped
it. I suppose it's nice so the rotors don't move on you when you're
trying to change the wheels, but I'm sure you can deal with that.

Well, they are nice to have.
Generally I've found that once the head is broken off or drilled off the
rest of it just unscrews. It is a through hole though so easy to just drill
through and maybe clean up the thread with a tap if required.
