1981 Scirocco backup light switch location

[Eeffinger at conestogac.on.ca (Edward Effinger)]

Yes, the previous owner bypassed the fuse box as it was causing him
problems.
I replaced the box but left some of the circuits as they were.

Disconnected the battery?  Does this mean they're staying on with the
key
off?
Might be a problem with the fuse panel.
