Acid Dipping Engines
Most machine shops that hot tank engines and heads these days use a
"friendlier" strong alkaline solution. Doing research on chemically
stripping car bodies led me to believe that most facilities that
"tank" cars also use a strong alkaline solution vs. acid as well...

Mark is correct. A strong alkaline will remove everything but the metal.
You do NOT want to indiscriminatly remove metal from a block, which acid
would do....bearing surfaces and even cylinder bores must be virginal.
Let's be careful out there.
