The only people I know of here (chicago) that can write off such an expense are cab drivers (Drunk Mike) and waiters/ captains(the guys who where a RL tux to work).
If they use public transportation, cabs-trains-buses, etc. as long as they keep ALL of their receipts, then yes.
But still, VA could have a different law and looking into it may be a benefit.
