As for what to do? I don't know.

I'd print it out. I'd get the complaint report information. Then I'd drive
to the nearest VW dealer with the information.

I can be very assertive, and I would not take no for an answer. Worst case,
I'd talk to a manager, get his name, and be very direct, and polite, about
reporting this to Transport Canada. Better yet I'd try to get a "no" in
writing. See how they react...
