[tech] cleaning gas tank

I know (or believe maybe the fumes of the cleaners are affecting my brain)
that in the past someone mentioned a chemical to clean out an "old gas"
syndrome gas tank, yanno where the gas had been sitting for ~1 year in the
tank..
