One would like to believe that. But some municipalities
get a portion of the ticket money. And the busy ones
make enough money that they can grow the department.
And as the department grows, the officer writing the
ticket may find himself with a promotion. And with a
promotion comes an increase in pay and an increase
in retirement income. So one might conclude that he
or she has something to gain. To say nothing of any
quotas (real or implied) that may be influencing the
need to ticket. And this is without stretching it to
include the officer's brother/sister/uncle/aunt/? who
is the mayor up for re-election facing an angry group
of constituents demanding that something be done
about those young punks with their loud rap music
blasting out of their little cars...
