I believe you would want the all inclusive, wider ranging manual. 

- Upgrades from later years would help the 81.

- Not all cars (Sciroccos) came with the same electrical components,
in parts of the world (like California) the basic spec would need to
be read as a following year, perhaps even of a differing model.


Go for the 1st one.
