national safety law?
As for chaning things on a car you can do anything you want as long as it
pass emissions standards in the area. And the reason why trucks can run
without at least a rear bumper, because it's not required by federal law
that trucks that are sold when new need them. As a matter of fact rear
bumps on a truck are an option.
