Probably nice to have something to dampen it so as to reduce belt slap.  I
would guarantee these things are interference motors so it may be just a
preventative step.  Or, maybe they couldn't find the right belt??

Yes, possibly.
But....why not just dispense with the shaft altogether?
I mean, you can purchase belts in any size you require....
Wish there were more pictures of that side...

  Not likely, look closely. Way too small, no teeth on the pulley. Engine
runs on a dizzy-less programmable system and has an external oil pump. Shaft
is probably totally removed from the block as it looks like that pulley is
mounted to a bracket which is mounted to the engine. Less parasitic loss due
to the absence of the internal int. shaft bearings and the weight of the
shaft itself. Just a simple pulley w/ bearings to take up some slack on the
timing belt.

    Notice the int. shaft pulley is just a bank wheel, not the big gear.
Probably just there to take up slack in the timing belt.
