Flooring??

Tarpaper is a moisture barrier, not an insulation. Cheapest would be =
polyethylene foam, the kind of sheet you wrap things in before boxing =
for shipping. You can probably find it free. It won't last more than a =
few days unless you cover it with something substantial. =20
All around best would be automotive-grade carpet, considering cost, =
suitability, and longevity. My $.02.
