If so, I don't think you have to worry - it doesn't actually go into the block. It attaches the swivel top piece of the bracket to the rest of the bracket. I had the same issue, and chisels, tap outs, torches, even a sauzall were ineffective at getting it out. Then out of frustration I took the other 4 bolts of the bracket off, and out the bracket came out. It's been a long time, so my recollection may be a little off.
