2.0 running a little hot

So I've installed a fresh 9A into my Scirocco including a low temp 
thermostat, low temp fan switch and new water pump... At an idle it runs 
warm but not hot... at highway speeds it runs about where I would expect 
with the low temp thermostat... but on city streets it seems to run hot. 
What could be wrong???

I remember my PL did this once before a major tuning and I think it had 
something to do with the timing. Any suggestions?
