Relays clicking?

The reason I mentioned the air filter is that I moved some of the wires out of the way that run next to it.  I moved them over slightly because they were in the way of one of the clips on the air box.  I mean, I turned my car off, did the air box and then the horn was going so I thought that the short may be down there.
