OT Why are license plates always blacked out?

  I know the reason my plate is 'whited' out in my pictures is because =

  reflective.  You hit it with a flash and it becomes a white spot that =
no=20
  one can see.  I am not sure how many other states/provinces have =
reflective=20
  plates that do the same, I don't ever have to black mine out.
