Koni shocks and H&R springs... Problems?

Ok guys and gals,... here is my latest gripe:    I bought new H&R springs
for my 16v rocco when we did this "group buy" ,... I've tried everything I
can think of to set my car "level".   What I mean is the front is still
sitting higher than the rear.   I have Koni yellows so I did adjust the rear
perch height up to the max level and still the front sits higher... WTF?
Anyone else having this problem?   Maybe I should look into coilovers for
the rear or 8V springs for the front?
