Ryan,

Time to dig up that voltmeter of yours (unless of course you can see
where the line was cut, if it was indeed cut).  Here is a wiring diagram
for the stock lighting of an Mk2 rocco:

Using a meter you can trace to see where power is and/or continuity of
the line between 2 points.  Good Luck!
