Headlight question...

Then my question becomes this: what could the previous owner have
cut/modified to screw up the way the headlights work? I'm looking for a way
to fix this, and since it probably used to work right, I figure there's a
wire to a relay he cut or something... Me removing the fog light relay
wouldn't have anything to do with it, though, right?
