When a starter goes POP ..
If the solenoid is bad it usually doesn't do anything and the starter
just spins when the key is engaged. That's why I think the starter motor
is bad but the solenoid is engaging.

I'm guessing solenoid, but I don't know if they're separately
replaceable items on a VW (never had a starter problem, so no need to
find out :). Whack the solenoid with a screwdriver handle, see if that
gets you anywhere.
Careful push starting, you can damage your pressure plate!
