So, what's the big deal?  SB1766 only provides for reimbursing owners who
VOLUNTARILY turn in their old cars/trucks for scrap.  People are doing that
now, they're just turning in their old cars to private junk yards for the
cash, instead of to the Feds.
 As Scott said, calm down.  I'm a LOT more anti-government than most people
and this doesn't alarm me in the least.
