I think this is more along the lines of what CA already has in place.
heres the deal, if your "JUNKER" falls into a certain category (Runs,
wont pass smog, has all its doors, glass, shit like that) you can offer
it to the state who will pay you $1000 for it under their smog cleaning
up the air program. Its a crock. They then sell it to a junkyard who
parts it out. Its funny. Just another way to spend tax money on stupid
shit.
