Actually, the later E36 M3 engines was an _80_ horsepower
difference. US-Spec was 240hp, Euro-Spec was 320hp. (Long story, but
because of certification reasons, the US-Spec E36 M3 engine was a 24v
derivative of the E30 3-series inline 6; the Euro-spec was the E36 series'
motor.

Remember, though that "feeling" faster doesn't necessarily mean it is. But
you're right, more often than not, the Euro cars are quicker.
