(ot) Fuel pump replacement for 89 gti...

This is for an 89 Gti 16V.

My brother just replaced both the main and transfer fuel pumps on his
recently purchased 89 Gti. Previously it ran decent but hesitated at times
and the fuel pump was whining.  Now after replacing them the car won't start
and the fuel lines going to injectors don't have any gas in them,  however
the line going to the fuel distrubutor  from the main fuel pump has gas in
it as well as the return line exiting the fuel distributor.  The fuel pump
is working, it does buzz when the ignition s is turned on.

Is there anything special to do when changing the main pump on a 89 gti?

Do the fuel lines need to be bleed of air?

Is the fuel distributor possibly clogged for some reason?
