NOx is a result of high cylinder pressures. Higher pressures, more NOx.
So, as you suspect, retarding the timing some will reduce NOx.
I'm not sure that the cats on our older cars do anything with NOx, but I
could be wrong and if retarding the timing doesn't work it may be your
only bet.
