It cracks me up how different the priorities are between different states.  
Here in California, we've had CARB (the local smog nazis) at work since
I was in high school in the early '70's - absolultely the most stringent
smog inspections probably anywhere.  But when it comes to "safety" 
inspections, we have NOTHING, NADA.  The only time you have to go through
something like this is if you're registering a salvaged car.
