Accelerator pedal -- rough feel

My '87 rocco 8v has a pedal that feels somewhat rough in it's travel.  Kind
of like it's sticky or something.  This is on a newly rebuilt PO car.  The
throttlecable doesn't seem to be hanging up and acceleration is smooth.
It's just that the feel of the pedal is... crappy.  Could this be at the
pivot points inside the car?
