Temperature Questions

  One: What temperature is my oil temp guage NOT supposed to go over?
 Two: Does the cooling fan come on at two speeds?
  Basically it just seems like my 16v does not like it when its not getting a 
constant flow of air into the grill, i know 16v's run hot but im still 
susspicious. Any input is greatly appreciated, thank you
