If cost is an issue, how about just installing a good used long block

I did that on my RIP '81 Mars Red Scirocco and it ran strong.

The transaxle ratios in your '81 Scirocco are great for the 1.8L...

The Oddball Scirocco has a stock JH engine and to my surprise an FF
transaxle,
and the JH/FF combination rocks!

While I agree with you on the 1.8L point, why not just get a 2L if you're
gonna go that route? He would need a few extra things, but it would be worth
it IMHO. A low mileage shortblock is only about $400. Of course, if you get a
high compression 1.8 from someone cheap, then this isn't as much of a
consideration.
