The Pagid pads I used were just standard. AFAIK they were OEM parts at one
time - not sure what VW use these days. They are better than 'cheap' pads
but I don't know how they compare with 'performance' pads - probably depends
a lot on the application. They cost somewhere in the region of $30 a set
when I bought them.
Your wobble/surge could be that one of your disks is not sitting on the hub
properly. If, for instance, you have drilled out the disk retaining screw
but not drilled out or flattened the remaining stump and you don't key the
retainer hole in the disk on the stump, your disk will not be flat against
the hub and will cause vibration. If by low speeds you mean between 50 and
70mph, then it sounds like front wheel balance. I take it you've checked
that your shocks haven't leaked.
