Sounds like your fuel distributor is leaking.  The most logical is the
plunger is worn and leaking but you should check to see if you have any
external leaks that may seep down on the air filter.  If not, your best bet
is to find a good used one.  Most of the cars in the salvage yard are not
there for leaky fuel distributors so that would be your best bet.  HTH!!
