Vacuum tubes?  Chuck, bud...we need to talk.  There
ain't no vacuum tubes in your car (or if there are,
show me!!).  Somebody was having fun with you. 
(Hey...since you're a Navy guy, maybe "Big Al"
Malventano can speak your language... he's a Navy
nuclear physicist and all...)

But seriously, you probably have a bad heater control
valve, it sits inline with the heater hose just in
front of the firewall in the engine bay...have someone
operate the temp lever while you look for it.  It
could just need a cable adjustment, or it could
require replacement, which you should be able to
handle.
