Steve, you probably don't want to hear it, but that's just the nature of
the beast.  The early VWs had a bad design for the baffles inside the
fuel tank.  I autocrossed my 82 Rabbit most of last season and always
had to have at least a half tank otherwise it would sputter on tight
sweepers.
