Mine does this, and has done it since it had 30k miles on it when I got
it.
My tach acts like a combination tachometer and "Battery Health
Meter". When the Battery's not fully charged, the tach will
jump up the scale as I crank, and fall back to normal after I start
it. The higher the tach goes, the more dead my battery is. If
it jumps immediately to 8000 when I turn the key to the "on"
position, my battery will be discharged to the point where the car won't
crank.
It often will bounce quickly at idle to 2000 and back if I touch the gas
pedal enough to trip the fuel cutoff microswitch. Again, if the
battery is brand new and fully charged, it doesn't do it. Within 8
months, it starts up again. (I eat a battery a year for no apparent
reason).
