When you tighten the filter it should only be 3/4 of a turn, which
handtight is a good way to do it.  And as far as taking hte things off
again, they should come off by hand too.  Always good to have a wrench in
case some put it on too tight, but you shouldn't need it.  I've always gone
handtight and rarely have needed a filter wrench(don't even have one for my
truck)

Was the bracket loose, or is the rubber peice loose in the socket type
thing it goes into?

The are expensive at the dealer.  The last time I replaced one I got a
peice of carb. preheater hose from an auto parts store.  It wasn't as
rugged as the VW part but, $30 for the VW and about $4 for the cheapo- I
can deal with that.  If the shroud (VW calls them heatstoves) that it
attaches too is gone too, then I hope you don't a 16V, because I priced one
years ago and it was around $50.  The one on my old '85 GTI was only
$7.50-go figure.  So an option could be get an A2 one(unless 8V Roc ones
are cheap too) and redrill the mounting holes if needed.  It will still
serve the same function as the 16V one.
