[mk2] blower probs

  got a working blower motor and relay (both tested on another
scirocco). my hvac controls work. my problem is that my blower will not
work. the radiator fan kicks on like it's supposed to but no blower on
any speed. again, the motor and relay are fine, as is the fuse panel.
other ideas?
