Timing belt issue

Question on timing belts.

Just replaced mine for the 3rd time.  This time and last (did tensioner each
time, too), at idle the belt can give off this annoying whining/whirring
sound that goes away as I take it up to about 1300 rpm.  Is this an overly
tight tensioner or a belt rubbing on the belt cover?  If the cover, then why
does it go away at a slightly higher rpm?  The last belt lasted over 100k (I
KNOW - don't go off on me!) without a hitch (belt looked great but tensioner
needed replacement), so I don't know what the deal is.

HELP.  I am sick of this sound.
