I've done it by angle grinding the base of the shock at the point where it
sticks out of the bottom of the axle housing. This allows you to drop the
axle off the old shock. If you then cut away the rubber left on the sleeve
you can cut the bolt/sleeve at the head end. This way you don't get quite
so much burning rubber as torching it, which I've also done in the past.
