My '88 will do the same thing.  I've had my hvac controls out and I
reconnected the vac. lines as shown in Bentley.  Thinking I had a bad vacuum
distributor, I bought a new one from the Potter people - same problem.  I
bought a hand-vac. pump and have verified that all my servos (actuators,
cylinders, whatever you want to call them) operate correctly.  On my car,
the reason it seems to not blow as hard in MAX is because when I select MAX,
it's dropping the vacuum supply to the defroster servo.  The defroster servo
will spring-return to "defrost" if no vac. is applied.  So the net effect is
the same volume of air being moved through the evaporator, but lower
velocity at the panel outlets.

Anyway, I've been asking around and I cannot find anyone who can confirm
whether or not the Bentley diagram is correct or not.  If I ever solve this,
I'll let you know.
