thats a common problem,
your heater valve , located in the engine compartment ,
that is attached with a wire to your heater control,
isn't closing completely any more, so hot water still gets through.

You can test it :
remove it ,
try to blow air through it,
if a small amount of air gets through, even when the valve is closed
it has to be replaced with a new one.

the part nr is 171 819 809 E, price is about 40DM ($21)  here in Germany.
