Tuning problem

I got the inserts changed and tuned the car. It seems to want to run faster.
It surges a head then backs off. Almost as if the air flow sensor plate is
bobbing up and down.If I back off the accelerator, the problem stops. It
only does this under load.
Does the plate hinge need to be lubricated? I still have to change the fuel
filter, maybe that is the problem......
