[non-roc] Jetta rear bumper question

I know that the later model ('90 & up) Jettas have larger bumpers on them.
My question is: Is it just the plasic cover that is different, or is the
actual metal reinforcement different too?  If possible, I'd like to use a
reinforcement bar from an '87 Jetta on my dad's '91.
