I run a stock 16.5mm front bar and a 28mm rear bar on my '83 GTI, and it
seems to be a pretty good combination.

I've had the front bar off while doing downpipe repairs on my '88, and it
got right down scary at times, when I pushed it
on a long sweeper or on-ramp, it would really push the rear out, like it
was going to come around on me.  

I would definitely leave the front bar on, and maybe use a larger rear
bar.
