Here's how it works in California...

If you take the tint off, and have a police officer sign off the ticket, you
only pay a $10 court processing fee, and officially no fine.

However, if you just pay your fine, you can leave the tint on.

But, if you keep getting tickets, they'll come down harder on you.

BTW, I'm not a lawyer, this is just based on my own experience.
