Strange Cardboard Stuff by Radiator

Does anyone know what purpose the strange cardboard stuff, which is held on 
by screws in the lip of the engine compartment, serves?  The left side is 
still there, mostly intact, but the only part that remains on the right 
side, was a small peice still holding on.  I'd be intersted in replacing it 
entirely, regardless of its purpose, but I'm not even sure what it does, 
much less where to aquire it.  Any info?
